ERCOT calls on a shuttered CPS coal plant and others as a possible Texas grid winter power lifeline

The state grid operator is asking operators if their shuttered gas and coal power plants — including one that San Antonio’s CPS Energy shut down at the end of 2018 — could be fired up by Dec. 1 to head off the possibility of a grid emergency this winter.
